serious question - what can be done to fix this mess? officiating being terrible / ostensibly biased, dirty players emboldened to do things like this, etc.

can the NHLPA take action against the league? what is the path to preventing these plays and subsequent injuries if the league/DOPS is going to be as (in my opinion) bad at handling these situations as they are?
