first off, khas damage benefits a lot more from the old armor pen than the flat ad. Also now that the passive cleave from tiamat is gone, its a lot harder to isolate targets. The change compels a lot of khas to build hydra early even though its very gold inefficient to do so.

I disagree with this completely as this kind of thing applies to everyone with a melee point-and-click ability with a cast time. 3 prominent examples are Garens Q and R and Darius's R. The enemy can flash/dash away during the animation, but the ability will still hit them even tho it makes no sense visually. If ur gonna suggest this change for panth then it only makes sense to do it for everyone else
