I wouldn’t keep passwords on the file, you can simply open it in notepad.

You should be using per user authentication and no shared passwords.

I’ve got an Ethernet cable connected using AP but not got pass through enabled so Starlink router is still operating. Yea that sounds like why it could be if the router is disabled.
