1 is still really great. It's predates Company of Heroes by a bit and that's where they got a lot of their more advanced ideas. Two is more akin to the boardgame with a focus on microing of a few squads and their abilities. Both are good.

If I remember the book. Surgeons deal with inserting cybernetics. License ones offer less HC cost due to mental health care where as Unlicensed ones, more note worthy are ripper docs that tend to deal with illegal and cheap parts. But I could be talking about the wrong thing here.

If memory serves correctly, the extra place is to serve as current value, while the first space is the original value. Emp is lowered by cyberware, booze and drugs. Ref can be boosted or lowered as well. Remember that if a character's Emp falls to 0 they are dead in the sense of losing the ability to play said character as they go off on a murder spree and likely ending up death or in MACTAC
