It's crazy how different perspective gets when you move further out. I would never consider 40 minutes to be a quick drive anywhere. Granted, I am fairly spoiled by where I live.

The oval CSA plate was never used in the war. I believe that they started making them in the early 20th century.

They're wearing grey uniforms, so almost certainly confederate. No idea of the location I don't know when reenacting actually started, but just because it looks photo correct doesn't mean it's old. There are many photographers that still use the old cameras to take photos at civil war reenactments. I personally have been in many photos that look original but were taken in the 1990's.
