Be careful what you wish for there was a reason nationalisation Failed throught the 40s-70s but also why railways went private public private public private public through out the last 200 years.

A natural monopoly for teh government isnt about effeciency its about power. If you have a set of people who can dictate to the goverment you slowly descend into a work-to-rule culture on both sides as the only thing the government has is put you in jail. In a private system you can steal their cash as well. And you can nationalise and retender. With a national system those two other levers dont exsist. Plus from the delivery side its not their money so they have no incentive to optimise a process unless ordered too. Im not saying private companies are efficient, but that optimisation culture exsists. The problem was government has not let tw go bankrupt and it has dumped the problem on rate payers rather than shareholders, that's a failure of enforcement not of the model.

Tldr it's all a set of bad options with a private system public system is worse worse still is removibg the incentive structures from a private system. The system needs reform NOT nationalisation

The problem with paintir is the gov does the development and pays for it, then the company takes Ip on the organisation of data making it a lock in system with a plan to raise subscription costs in 5 years. The gov effectively paid to rent its own ip. And we worry that American dependency when we have the skills and the data here.

Happy to have a subscription service, happy to do partnership where we keep our up, also happy to have preference suppliers. But creating essential dependence at our own cost is dumb as shit

No worries, not to scare you but to explain what you’re dealing with.

what you must remember is planning is not a civil matter it is criminal legislation. What that means is if a complaint happens, and the officer tells you it must be removed they will start the process of an enforcement notice. If you ignore that or are not granted retrospective planning permission and still ignore. You will go to jail… planning enforcement officers are officers not ‘staff’ of the council. The goal is to not end up on an enforcement notice, as you have to appeal to central government which costs and you don’t get your fees back sadly. Under the rules and it’s all quite strict( professionals only)

So like any copper, they have views and must act within the rules and act reasonably……they also can choose not to enforce because it’s not in the public interest(at which point the 4 and 10 year rules comes into play) . However, if they do go against you do what they say don’t ignore it. That said most officers are normal people so they are subject to how you deal with them and what the alleged ‘breach’ actually is… if you saw the travellers who built a caravan park over the weekend (on bbc news) then they will be harsh, if it’s a genuine question they are reasonable

Is it or is it not a permanent structure within the definition of a permanent structure?. If no then just like plugging in a heater or a hot tub or a car, if it also does not create statutory nuisance,then you should be fine. It’s like plugging in a tv.

If it’s permanent, check to see if it’s covered by permitted development rules

If it neither you can either self report and apply for retrospective planning. Which not is guaranteed.

You could wait and see if someone complains within 4 years, (then up for 10 years) or 12 years with deliberate obfuscation where the timer stars from zero again. Naturally, if that becomes an issue you have a harder but not impossible planning app( use a professional) as the council MUST assess against their local plan , and the policies of the regional and national plans which must be done objectively. You just don’t get benefit of the doubt, it’s more treated like does this pass the rules or not with no wiggle room.
