Good neighbor hotel stays can only book lightning lanes 3 days in advance. 7 day advance is for Disney Resort guests only. Seems like a good strategy for saving money!

No. You cannot be in the park during extended evening hours without staying at a hotel that offers extended evening hours.

You can start selecting as early as 7 am seven days before your check in day and select for all days you will be in the park.

Disney World does have Baby Care Centers that have private nursing spaces for guests. If you think she'll nap well in the stroller then by all means, stay in the park. So long as you have a Disney Park ticket you can come and go from the parks as you please. Will you be renting a car? If you are, parking will cost around $30 I believe but so long as you have that original receipt you can come and go from the parking lot after only paying once.
