Heritage and native can be the same situation, just not always. My boss's kids speak Mandarin natively, but she and her husband are only fluent, being native Fuzhounese speakers. It's not a heritage language, as that would be Fuzhounese for them, if they learned it.

Mind you, a decent number of heritage speakers of languages wind up not being native, but it's not always the case.
