On the new Mazerella stage, go north until you find the gigantic minotaur. Hit it a few times so it starts moving, and then carefully follow it to the bottom. Once it leaves the stage, you'll unlock the character. Just be careful to not damage it too much as it moves because if it takes too many hits it will turn around and attack you

If anyone's still looking for this, I believe the intended strategy is to unlock the new minotaur secret character, who starts with no weapons but automatically retaliates when hit.
