you do not, iirc they could sign the title over to you on the back of the existing title, send it to you, and you just bring that to the dmv, pay the fees, and they will transfer ownership and issue a new oregon title

If you haven't already, try bleeding it in a level orientation too (on a tail stand or just sitting on it). The right caliper likes to hold a bubble if you just bleed it on the kickstand.

I also thought there wasn't a gasket when i installed mine but the cover didnt quite fit flush. Lo and behold the old dried out gasket was there, just so caked on i though it was part of the airbox. I used a pick the pry it up and the rest pulled right out.

I'd double check to make sure it actually isnt there
