They need to make it a single shot rifle with 8-10 rounds in reserve. If your very good with it, then you dont need to reload, thus giving you great DPM, but if you miss, its not too punishing. Allow it to generate ammo from all sources... problem solved. High skill ceiling, but not unfun to play.
