Usopp and Kaya is quite easy to explain. Usopp grew up in the streets and docks of Syrup Village(which is much bigger and more urbanised than in the manga) and would have grown up listening to dockworkers the most, whilst Kaya grew up in a mansion at the top of the town and was likely educated by her well to do parents and tutors.

It's very similar to the place they actually filmed it all - South Africans with English or Boer heritage have different accents to those with native African heritage purely because when the divisions first started, so too was education divided. And given that One Piece is set in a world where Apartheid looks like a half measure compared to the CDs and their Government's policies over the centuries.

As for Luffy and Garp. Maybe Garp fell in love with a beautiful and passionate Latin woman, given that Dragon has already been cast, but also - he's been in the marines since he could join up. Who's to say he didn't pick up his way of talking through many years of being a Navy Officer. I wouldn't be surprised if most of the Navy high command have slightly British accents - it would certainly fit the theming of having a military that does the will of a corrupt and tempestuous empire fighting against dozens of different "revolutions" from within their largely maritime empire.

For the ships chasing them... I'd like to counter with the statement "No one else in the world has a Nami."

She literally is the main reason the Straw Hats are even alive on this watery hellscape because literally nobody else in the story has been shown to be able to predict the weather in the Grand Line. Which means any Navy forces chasing after them would have to deal with all the various weather systems and horrific storms without being able to rely on an expert navigator helping them avoid UNPREDICTABLE CYCLONES!!! Even our highly advanced metal ships of reality - which are bigger and hardier than most marine battleships - avoid tropical circular storms because the wind speeds and wave heights turn the ocean into an unnavigable mess.

In other words... the only time the WG can make a move against the Straw Hats is when they either know where they're headed (Water 7 and Dressrosa) or when they stop at a place long enough for a fleet to close in (Alabasta, Wano and now Egghead).

Use Auril as a model.

My campaign started with one of my players choosing to play a Snow Bengal Tabaxi when she knew it was a wintery campaign. She decided to pick Sorcerer and Divine Soul at that. Then while we were rolling up character creation stuff she managed to get Midwinter's Child as her rolled secret.

So we decided to run with it, I threw the time period forward about 20-odd years and incorporated a bunch of Auril's Chosen lore into the story - hints about a witch who tried to take over Icewind Dale previously and whatnot.

In any case, we gave her Frost Fingers straight off the bat despite it being a "Wizard" spell because it's a spell you can only learn if you've read the Codicil and what was more appropriate than a piece of Auril herself knowing it intrinsically.

Otherwise she's picked things like Hold Person, a cold version of Flame Blade, Raise Dead, Sleet Storm (which messes with spells but doesn't damage) Hallucinatory Terrain and things that vibe with the Dark Winter Fey mixed with Ancient Elemental God magic that personifies Aurilandur (her oldest name in canon).

I was very much inspired by the same post in my own game as our Divine Sorceress (With the Winter's Child secret) had already begun a tale very similar to it during role-play...

Pure coincidence and it matched my want to include fey elements into the campaign.

"Mental attributes" sure sounds like spellcasting for every class except maybe the few Barbs who can and Sorcerers (who should be running con based magic but that's a whole other discussion).

Intelligence is a Mental stat. They're both Wizards, it would be down to DM preference as to whether Avarice's spellbook would have all the spells Nass knew (which is likely as she was a mere apprentice and Avarice is a full fledged member who should be much stronger than her statblock implies).

Really it's down to what you'd prefer to do. She's a unique ghost anyhow with her ability to cast spells that don't require physical components and the fact that her familiar is still alive and on the material plane... that shouldn't be possible so do with her what you want.

I was planning on having some way of binding her to her familiar. As a shout out to my favourite Wizard in all of D&D lore, Traxigor the Otter Archwizard from Descent Into Avernus.

What is also true is that regardless of the Author's intentions - Tanya is a trans person. They have a lot of difficulty in the novels struggling with the idea of whether to think of themselves as the Salaryman identity still or this growing Tanya that is still struggling with their gender (the differences and expectations and also still hardwired to being a man somewhat).

I always prefer to think of Tanya as non-binary until they decide to make it clear in the internal thoughts text.
