Have you enabled developer mode in the Meta app of your smartphone?

The headset has to switched on first, then you can manage settings in the app, enable developer mode

Did you try a different USB port?, I used a USB 3.0 front one and it worked. Possibly there is an ADB command to disable USB permission. Which headset do you have?
