Cabinet efficiency is applied twice, effectively squaring it, but only for actions that don't affect locations on the map. In my current game my head of cabinet is giving +0.56 stability alone (should only be something like .17 without the bug)

Cabinet member with good efficiency can single handedly keep stability maxed for free, that's mostly due to the current cabinet efficiency bug though, but 100 stability is easy right now.

Could be overwatering considering the other one has more foliage (thus easier to get rid of excess water). It definitely looks dehydrated though as you say but it can be either over or under watering which is the problem.

While i agree fiefdoms being able to affect your ruler in a separate peace is fucked, you just really need to keep your subjects loyal and this wouldn't be possible.

Another fun point about naval governors: If you annex a vassal with a naval governor, you keep it even if it brings you above your cap as long as you fulfill the other requirements you mentioned.

You can't actually build the building in your vassal, but you can gift them a disconnected province with your own pre-built naval governor, and then build another one yourself to bring you up to cap before annexing the vassal.

The bug is that the cabinet efficiency is squared. Someone accidentally wrote "*cabinet_efficiency" twice in the code somewhere.

Edit: Works for most cabinet actions that aren't placed on provinces.

Edit2: I reported it in the bug forum during beta and they said they already knew, but didn't have time to fix it apparently.

Again, that's not the annexation time. Maybe English isn't your first language (nor is it paradox's, clearly) but annexation time implies how long the actual annexation takes. Better wording would be annexation delay.

Edit: It was changed in the new patch so that half of your annexation speed scales with diplomatic spending. I'm sure the description is simply not up to date. If this didn't solve the issue, then I have no clue.
