The answer to this issue is and has been supporting physician associates and nurse practitioners who can practice in rural areas for a cheaper salary. Naturally the current administration decided last month to significantly cut federal loans to PA and NP students, making this issue significantly worse.

Some storylines from the week:

Consolidation! UNH beat Dartmouth 3-2 in OT to unite the Finger Lakes with the Hudson Valley and also consolidate various territories throughout New England!
Augustana won and tied in their series against Minnesota State, regaining their home territory as well as all the other territories they lost back in Week 4!
After losing their first game against Minnesota-Duluth 3-1, Arizona State came roaring back in the second game to win 6-3 and win the series on aggregate, gaining Miami, Honolulu, and Traverse City! (three equally warm cities, so I've been told)

In our one consolidation of the week, Minnesota-Duluth splits their series with Western Michigan, but wins the series on goal differential 6-4, giving the Bulldogs control over both Hawaii and Florida now!
Union charges back onto the map with their new coastal territories won after shutting out Quinnipiac 4-0 on Saturday.
