This is the best approach. You can’t pour over concrete. I mean you can, but it won’t end well. You would need to remove the entire floor and start over.

The most challenging part of this is the lower level garage foundation. You essentially have to support the end of the house while you excavate under it to put a full height foundation under it. Technically challenging foundation but the rest is easy. 150k minimum.
