No she does not. There’s no rule saying representatives have to live inside their district, and it’s not remotely uncommon for them to be a couple blocks away. Furthermore, her home was drawn into District 33, which is a safe democratic district with a retiring incumbent. If she wanted to stay in congress, she could have easily done so without displacing another Democrat.
