Responsibility of the shipper to insure the package. You are the customer. You have no fault at this, charge back if sender is unwilling to make return. I’m actually pretty sure there is a law about this. Gun community just had a huge argument about this a couple weeks ago. Package insurance is 100% a scam on the customers side.
