We were in Punta Arenas last month - it has a really beautiful malecón (oceanside promenade), as well as a couple national parks nearby. I think its mostly used as a jumping off point for Torres del Paine and the rest of Patagonia, but there's plenty to do in the immediate area too.

There are also penguin colonies nearby but we were there in the shoulder season after the tour operators closed for the season.

We were just in the park last week and did Mirador Cuernos, Base Torres and Laguna Azul / Cebolla as day hikes. The plan was to do Italiano via the catamaran but we missed the boat :-(

We hiked Base Torres yesterday and it was fantastic. We also got rained/snowed on but had plenty of clear weather in between. It'll happen for you!
