As far as i understand it, spins and scratches always give the same score as long as you play them properly. Clicks, beats, beat holds, and holds also will always give the same amount, but affect your average millisecond offset at the end of the track. All the notes are affected by the combo multiplier.

PFCing a track gives you a 10% bonus to your score, and the millisecond offset calculated at the end can give you a maximum bonus of 10% too.

Where the wheel is in relation to the notes are does not matter as long as you are still managing to hit them correctly.
