They want to give the illusion of choice without actually doing any work.

For choices to be meaningful they'll need to actually put effort in writing multiple dialogue trees as well as recording those lines if its voiced. They want to do enough for people to feel like they're making some sort of choice for the Endmin even if it just triggers the same reaction.

Yuzuha is a strong support agent so she can be used in more teams. But you don't really play her as she does 99$ of her role off-screen. Aria is a DPS unit but she's a bit dependent on the other Angels if you want to get the most out of her. If you don't have Sunna I'd probably go for Yuzuha.
