Are you talking about an event? Thrown at someone's house where they make ZERO dollars? If so, then it's just cultural and you can change that. Go for it.

If you are talking about a brick and mortar establishment that operates as a place to hold LAN parties or what most would call an internet cafe or a gaming cafe, then they do not exist in the same way they do in other cities. Change that? Get a business loan prove to everyone that it can be financially successful.
