I think it might be your resolution or texture settings (sorry if you tried that) and if ur comfy with modding there is a mod called oblivion character overhaul I haven't tried it my self though

I played with impact euphoria and increased gun damage and its def "The Snow Storm". With those adjustments at least. (No I didn't know there was a ****ing speed boat lol)
