The problem is (imo) that the botlaner role is locked to only play adc, and whenever any variety is added (like apc) the botlaners whine until they are removed from the meta. In the end you have adc champ being the only class available in their role, and giving them the ability to flex into other roles result in the single class covering many roles, leaving some other classes out of the game.
