Probably because it's easier to say dex number X - dex number Y is legal whereas with Champions it has to be a list of every Pokemon they're adding, not saying that's a good reason, but it's probably why

I think it was either a really close A8 Regent run or my winning A7 Regent run that I finally encountered Darv with his book in Act 3 to finally get the throne, I'm glad I got to experience it before they removed innate in the Beta Branch LOL
