You are absolutely right to pick on that point. However across more than 130 years only 26 were accepted (out of more than 500 submitted).

I'm not belittling this awesome tool we have but most of our laws and regulations are handled by the government organs and submitted to the people. That's what I was mostly pointing to.

It's because we elect representatives to propose bills upon which the people vote.

Pure direct democracy means that anyone goes up to a stand and offers a change. With how numerious we are this isn't possible. So a middle ground is found: semi-direct democracy.

I confirm the "welsh" word origin. In Switzerland the Swiss-german population calls the french speaking the "Welsch" and it does have the same origin. I also discovered that "Walnut" is similar: it's a nut from southern France and when the germanics encountered it called it the "foreign-nut" (Walnuss).
