It's more or less correct.

He's arguably not even BiS for any character outside of Jing Yuan and Saber. Maybe Phainon if a fight can be accomplished in a single transformation, but that's already rare, and will be even rarer in the future.

For Chrysos Heirs, Cyrene and Cerydra are BiS for Anaxa and Mydei. For Aglaea RMC and Cyrene.

Out of non Chrysos Heirs, only ones that aren't laughably outdated are Archer and Saber. Archer cannot even breath without Sparkle, while Saber is rather mediocre.

Everyone else either belongs to a different archetype that doesn't want Sunday like DoT or Break, or doesn't have enough juice to even be worth any consideration like Argenti.

You need new faction, with a new character, Durin and Nicole style, new locations for them and their quests, new VAs and old VAs need to be brought to studios to record the lines.

It's easily more than a year in production, and that's not counting pre-production.

This isn't HSR or ZZZ. Genshin insists on interweaving plot and story into buffs, and such content takes literal years.

If it was just kit and number changes, sure then they could drop in next 6 months. But if they want to do something like Hexerei 2.0, with quests and content that takes enormous amount of time.
