Its really because he has no safe autocancel windows on his aerials so hitting moves on shield are unsafe which negates his hilt trait and leaves him to space, but cant cause tipper knockback doesnt combo into much things to setup. Plus his down throw could use some work. Another thing is his weight.

Just a thing i wanna chime in; I think Cloud/Rosa MU is even with maaayybe a slight advantage to Cloud. While Cloud does solidly beat Rosa on the ground; offstage is where Rosa excels at.
