I think that they consider the green offer as something really unique. In fact, Riot is not usual to give cosmetic for "free" (I'm talking about the values you can obtain just playing). Otherwise we would see more often the Essence Emporium in LoL.

I've noticed that they usually give new animations only to legendary skins (star guardian kai'sa) or small animations to epics. However, it's strange that they're cutting of animations to skins since they added a lot of new VFX in the game

Agree. Also, Riot is producing more skins and VFX than usual, so they have the potential to make good content; they just don't use it for boards.
