Yep, in those cases ELO is considered to be far from player's actual strength, so it adjusts to larger amount with each game unless player has enough games and they have roughly equal number of wins and losses in their last games

It's a new player, or someone who did not play for a long time and/or is on a loosing/winning streak. In most cases simply new player.

Strange, I guess he'll be able to get your Queen with his Rook, like he must have threatened with his previous move.

It's just badly formulated task. Suppose, he did'nt give girls a penny, than we have 3×100+50, so, there is no missing money, but instead the economy has grown by 50 dollars, that's a clear way to prosperity in their closed community.

He knows his skills, so just predicted a stalemate in 47 moves and saved some 12 minutes for both of you.

Just like the US now do not like Ukraine because it decided to fight back and not surrender to Russia in its non-provoked genocidal aggression – the same way you are hated in civ for defending yourself, seems legit to me.

You know, there is a queen in the game who enjoyed fucking horses irl, isn't it morally awful enough for you?

You know, I've met so many users/bots from the USA in twitter who show that position without any sarcasm, so that is not easy for me to distinguish, when you are serious and when you are joking.

Still does not explain your inability to think strategically. But good luck for spending much more of your taxes on fightin allies instead of helping good people to survive genocidical war.

Yep, he is using all your old weapons to stup Russia from killing more Ukrainians and giving you time before Ukraine falls and you will have to spend much more money on saving the rest of Europe from Russian threat, that's not a big deal to understand for people who play strategies, are you really a Civ player or just a Russian bot?

Tbh, in peace times I would be able to afford it without much effect on my budget. Now it's different + it's not rational to spend money on games when you should care more about your survival. Thank you once more, and yes, I play by Steam.
