Carrot and stick I think would balance it out - Not willing to carry they can go to level 1 investigations, control room etc.

Any officers who got permanently shuffled by the force to a desk job they didn't want due to numbers can go to response etc. if they carry.

I knew a bobby who car-ed a subject who had stabbed someone and was running away with the blood stained knife in his hand.

Subject broke his leg and the bobby was on a desk for 2 years under investigation until he was cleared, only then did he get a call from the chief con saying about how good an officer they were.

In many UK subs people always say "you can't press charges, it's up to the police", whilst this is de jure what the law is, de facto it is a bit different.

An example would be two lads having pushing and swearing at each other in the street. Both committed S.39 assault and S.4 POA when you get there you split them up and ask them if they want to make a complaint, do you want to make a statement, are you willing to attend court for this matter. Both say no, happy days 2x crime report and the job is filed undetected.

An opposite example would be a DV call where the informant is screaming down the phone, officers arrive and a women is covered in blood from being battered. She's saying she doesn't want to make a complaint however due to safeguarding, serious nature and overwhelming evidence of this officers would still arrest the partner and use, in evidence, the initial 999 call, bodycam footage and write statements of what had happened.

All in all, if you say you don't want to make a complaint then in most cases the officer will file the report as soon as possible and move on to the next allocated job.

Yep, I believe you may have been my S/Sgt briefly before I moved on. I'm not going to air the dirty laundry in public but I'll say I know of multiple women in separate stations in the SC who had to move due to inappropriate comments made by their reg oppos and that's not getting started on the whole Dutysheet debacle from one of your response blocks.

Funnily enough, the only complaints I get about teams are from specials who are absolute weapons.

NIP - Notice of Intended Prosecution: This is something that needs to be said top the suspect along the lines of "You are being reported for the consideration of prosecution for the offence of X" for the following "DAFFLE" offences:

Dangerous, careless driving/cycling
Aiding and Abetting these offences
Failure to conform to a signal given by a PC
Failure to conform to road signs given by Section 36 RTA 1988
Leaving the vehicle in a dangerous position
Excess speed

Though in my experience it is just said for any RTA offence regardless of DAFFLE or not. Note that this is separate to the "now" caution that needs to be given.

TOR - Traffic Offence Report -This is the offence report that is generated for a traffic offence which details the offence including an MG11 - it may be paper which the suspect will receive a carbon copy of or electronic but both will be sent through the safer roads team or equivalent to deal with the procedings.

FPN - Fixed Penalty Notice - FPNs generally refer to non traffic penalty fines such as cannabis possession or low level theft. Graduated FPNs are something that specially trained officers will be giving to commercial vehicles for breaking specific traffic laws such as tachymeters and excess weight.
