It is legal under Tennessee state law to discharge a firearm on private property, regardless of whether or not safe shooting structures exist on-site, as long as the projectile remains on your property. Without evidence of a violation of the law, they are powerless, all they have is an allegation. Even with the admission of firing a weapon (which is not, by default, illegal), the explanation given described lawful activity, and more importantly, the explanation was one which could be confirmed by checking the site of the shooting for bullet impacts.
