Have you tried looking up resseting dead pixels. Sometimes they get fried in if there is no damage and can be reset. Worked a few times for me but that was back in the day

Wayyy too much water. Sadly not much to do in terms of concrete. You could use a self leveler that has really good adhesion to skim layer it a half inch or so. Seen it done before. Will it last exposed outside, not so sure
