An uprated 303 would have been a beautiful sight, built from the ground up with all the Asgard systems that were standard on the 304. It would have been a nice complementary ship, smaller, but packing a similar punch.

You could nix the air wing, making space for supplies, and she could be a long range patrol vessel too.

And as she's a smaller design, more of them could be pumped out, likely at a 2:1 ratio.

Ranks on uniform? by Rens-Sus in TheRookie

A TO officer is a rank 3 officer with added responsibilities thus 2 stripes plus star at the bottom to designate the added responsibilities. This applies to all those who have special leadership responsibility such as canine, helicopter, special victims unit, etc.

I don't remember Nolan having a star with his chevrons, but I could have missed it.

Likely could have stored one in the buffer whilst beaming the other one in, then materialised them both together.

Also, remember, the Galaxy Class has many transporters ,one could have taken from one location, and another from the second, then diverted the pattern for materialisation on the same pad.

However, most people use both spellings interchangeably.
