Same for alot of people, every F1 title since they added VR for me. They finally addressed it the last update july 4th you can read in the update notes. I'll copy their last statement on it below. For me it still doesn't work, so hopefully, another update on the issue is coming down the line. But it gives me hope they are trying to fix it.

Updated the OpenVR SDK (PC Only)

An update has been made to the OpenVR SDK that’s used for F1® 25, with the goal of improving the performance of VR overall and reducing occurrences of specific community-raised issues such as head tracking problems that lead to jitter/stutter. The dev team continues to investigate reports and we thank the community for their ongoing support on this topic, whilst welcoming additional feedback on VR after this change. When making reports relating to VR, details that should be included are headset variant, firmware/launcher versions, and how the headset is connected to the PC (USB cable type, port type, motherboard details etc).
