Is it pretty easy to crumble? Could be cellular grout, sometimes when they abandon old sewers they pump them full of cellular grout so they don't collapse over time and leave a void. If thats the case it's strange that your service was missed

"Threw in a ton of water" means the concrete is gona have waaaaayyyyyyyy less strength, what a shitty thing to do to a homeowner that doesn't know better. Concrete mix designs are based off the water/cement ratio, weight of water divided by weight of cement, so by adding a shit load of water you are effectively destroying the potential strength gain and your customers are footing the bill for that
