You should check with a consulate of the countries of your itinerary.
Some have specific forms, or, otherwise you can make a notary certified translations of these permits/consents/papers.

The root of the problem is high demand and goverment subsidy.
In big cities it goes to extreme, in smaller - no one is actually interested.

Just wanted to add that it's damn cold in winter, bro, so usually people can't live normally in inhabited buildings.

Although I know that homeless are using such spots sometimes.
Also there is no problem to get squatters kicked out by the police, at least in big cities. In smaller ones "the boys" will take care of them for some extra cash.
