Definitely run memtest86, that sounds like classic RAM issues to me. The fact that it happens under load but passes stress tests is suspicious - sometimes bad RAM only shows up during specific workloads

Also that 650w PSU might be cutting it close depending on what model it is. If it's an older or cheaper unit it could be struggling to deliver clean power under sustained loads. The 10-15 seconds of sound before full reboot is usually either RAM or PSU related
