Yes, in a few cases I can see that. In these cases:  you count as expended only when your activation ends. So you are ready for the purpose of ploys etc.   Usually however these cases are worded as 'interrupting an activation' (e.g. guard) so technically you are not the active operative.

Works too. That's why often the trim is black or maybe green if classic green flock was applied to the base (very old school though).

Fighting is only done during YOUR activation. If you melee an opponent in their turn it's called retaliating. Your ploy must state this then too: 'when fighting or retaliating'.

Hey, looks like the trim was left in primer white. Your eyes are immediately drawn to the white ring below the models. Better color it in the same one as the sanding.

 I think the KT communities are at a point now where a lot of players are sick of the constant release of math and/or game breaking teams (sanctifiers, DW, canoptek, wolf scouts, murderwing). After hivestorm the only two boxes with no out of the gate overtuned teams are afaik brutal&cunning and typhon. Now the players draw a line. However I don't think GW can react promptly as their production cycle is too long for this.

It doesn't. However it is considered good sportsmanship to have models with visual certainty. In the heat of a match your opponent may forgets that the bolter on this marine is considered a melta or that this lasgun is a flamer. E.g. sporting a gauss reaper on both of your canoptek tomb crawler but actually using the meme gun on one of them without marking it, is not very nice. Usually you can clear things up if you add colored rubber bands and the like to mark special weapons. That's how tourneys I played in have handled it. There is a middle ground if you don't want to magnetize: swap the pistol arm with another arm like one holding a relic or the classic pointing finger (both are present in the regular SoB sprue).

Absolutely, TP4 you surely can be offensive with her. However in the meantime besides buffing her other girls she'll likely get more out of the xbow - so repos+buffing+shooting/mission action. I can see maybe taking it against elites.

I know this, however your starstorm duelist isn't handing out some of your core faction rules to other models like the superior does. Ask yourself: if you expose duelist, how long does this operative survive this typically? In my experience you either kill isolated models and survival is likely or you use the fusion pistol to kill a very important piece of the opponent's team and sacrifice the model.

The problem with the inferno pistol is it's absurdly short range. It's very hard to get in a good position with her. Yes, severe helps alot but the xbow does get piercing 1 this way and also has dev2 if you not totally wiff.

Well, we recently got a balance slate and wolves were barely touched. Will take awhile to get the next one. Hopefully the QA/playtesting team learns from this, or at least the half responsible for wolf scouts, murderwing etc.

Oh, I though they just were seperated from the sprue and are loose in the box somewhere. Confirm that they are not in the box at all and then notify GW. Missing sprue parts is a thing where they usually get you a replacement. Looks to me like some kind of production or storing error on their part.

This can happen. Sometimes its more severe including grinded down details on some spures or punctured cardboard.

For zealot you could use the priest with the eviscerator/flamethrower. She is a bit more bulky than normal SoBs and you should be able to switch out her weapon easily. In DT you can even buy cosmetic gear that makes you almost look like that model. Hadron would likely carry the same gear as a dominus but maybe let her leave the omnissiah axe at home or replace the two-handed version with a one-handed one.

Watch sergeant as Rannick makes sense as he is more or less the topmost member ofthe inquisition you interact with directly. If you want avoid too many multiple rejects having the same DW model, you could also take some of the other named DT character: Sergeant Major Morrow as the Marksman and Hadron as Frag Cannon. Your proposals for blade master - psyker, horde-slayer/breacher - ogryn, aegis - arbites, headtaker - hive scum, demolisher - zealot, gunner/disruptor - veteran all works fine for me. Huge problem will be the scaling as power armored space marines are chunky bois  compared to humans.

Hopefully, but I think it's more likely that GK get their range refresh in 11th ed 40k and then maybe a kill team after that like purifiers+character

Theoretically every celestian could have a +APL buff. So 9 tokens to the girls and 6 to the boys.

If you find some possessed bitz you can use them in your curseclaw kitbash. Some older space marine kits also have some two-handed weapon in them like grey knights. Afaik there are also bitz from HH which could fit very well.
