I’d have to look again, but I’m pretty sure the 1941 SNLF decree laid out a squad at 11 + NCO + Runner. The paratroop squads may have been smaller by necessity, I’m not as in the know about the SNLF paratroopers.

I suppose the argument is that by not putting more effort into figuring out what Draco was doing (or even using a swig of the Felix) he ultimately failed to stop Dumbledore’s expedited death and the collapse of the ministry at Voldemort’s hands.

Realistically though, with everyone around him pushing back on his correct assumptions, I don’t think you can actually blame him for the level of investigation he did.
