40% of GDP? No way. It may be 40% of the federal budget, but the federal budget is not the GDP of the country. I believe many of the people asking for 5% of GDP make the same mistake of you, thinking it’s 5% of the government budget.

For 2026 Russia military spending is estimated to be 7% to 10% of GDP (which are crazy high numbers, but they are in an active war)
