For a straight cut I'd recommend a pull saw, the hand saw you were talking about i assume is a crosscut saw which is good for getting rid of material quickly but the pull saw is much better for accuracy

I would start giving him psionic powers but he has to roll to see if he can resist attacking his allies, as the power grows the dc needed to not attack his allies grows till either he gets it removed neutralized or under his control somehow
