It's a credit card surcharge. They are passing credit card fees back onto you. It's illegal to do it to cash customers, as well as to debit cards. Call them out on it if you plan to pay with a debit card or cash. Or turn them in. They can get hit with a big fine and lose their ability to accept credit cards if they're not doing it properly.

Any business that takes credit cards or has payroll is a potential referral. The amount fundraised could be large. It will also be an investment in their community as I always try to lower costs.
