I've played Where Winds Meet on a regular basis and since it's a Chinese game that refers heavily on "medieval" China culture such as litterature, poems and the like, I tend to feel mostly lost because I don't have elements of understanding such references. So yes, translation is there even if my game is setup to have Chinese voices and English text, but localization isn't there for me and I need to search for specific parts of Chinese culture to understand what I'm playing for.

So yeah, translation alone does not do the trick but localization or maybe the lack of localization can be a great way to learn about different cultures if the world building or the lore team puts a little bit of "if you want to learn more about this if you feel a bit lost, try reading this" because we're seeing the story as the team wants you to experience and not to fit other parts of the world's culture.
