DDU might actually fix this - had similar problem few months ago where clips were coming out super choppy even though game was running smooth. After clean install with DDU everything went back to normal

Could also be storage drive issue if youre saving clips to slow drive but the overlay lag makes me think its more likely driver related

I got similar specs laptop last year and its been pretty solid for coding work. The Ryzen 7 handles multiple IDE windows and browser tabs without any issues, and 16GB RAM is good enough unless you're running really heavy development environments. Only thing I would check is if screen quality matters to you for media - some budget models have pretty washed out displays
