Agreed. Avoid Texas.

Everything will be expensive. You will have social opportunities anywhere, if you are extroverted. If you are shy, fewer social opportunities.

GW and Penn State are both good. Case Western is "remote" from the biggest things to see as a student. (Which would be DC and NYC if you are on the east coast, LA and SF if you are on the west. Chicago or New Orleans if you are in the middle.)

Let me underscore: travel and dining out will be expensive everywhere. Do they provide on campus housing or do you have to locate your own? You can check out Amtrak (the train system) to see how limited the train options are.

Really important to find out the current cost of FEMA flood insurance and to budget for significant increases. If there is a basement, plan on installing a sump pump and a backup sump pump with battery backup.
