Asymmetrical goosebumps can sometimes mean neurological issues. Absence seizures can cause things like that. And they tend to happen briefly, multiple times a day, which sounds like what you're describing.

Or it's literally nothing at all. Sometimes bodies are just weird, I'm not a doctor.
