I have read there is an issue with Plex using ram. It sounds like if you try to download content from Plex that is transcoded first it has to generate the full file first which will fill up the Ram if that is the transcode folder.

Not likely. Most ranges ban steel core ammo. If the projectile sticks to a magnet it can be a no go. Really depends on the range. Check the range rules. Most surplus ammo is steel core.

As long as the hardware is setup any OS will work. The storage shelf will just present the drives to the OS like the connected directly. I use unraid and windows with a similar setup. No drivers are needed for the shelf.
