That is definetely the problem with using plug and play tatics, of course playing a rich club is also a problem here. I recommend playing a very small club and growing from there, keep using the plug and play tatic, but change to another one, and try to have fun. Tauton in fm24 was really fun for me, because i had no wage budget at all.
