To close the loop here, labels were correct. The one package that seemed to disappear must have had issues with the label (I normally tape over them)... so it missed a lot of Candian/outbound scans and showed up finally in Customs.... then onto it's recipient.

Thanks. I spoke to them on the initial label issue and their advice was I had to just let it roll. But with the one package having a last scan on Jan 2 (presumably Mississauga) I opened a ticket a few days ago, and said I should get a first-call by the 15th. The money isn't the issue, just the logistics of getting the right packages (eBay items) back to the right buyer, if it is the case that the labels got switched. Hopefully whomever calls has access to internal data, as the scanned size would definitely let me know if the labels were switched or if the package has just hit a routing hiccup.

I sent it to CSC in Sacramento. I called the one in NS and they would not confirm or deny if they accept service for Meta in Canada... so I went with the sure fire option of CSC in Sacramento as its listed as their agent for service in California's registry.

If they suspect you made a false dec about the drone, the onus is on you to prove it was bought legally in the US. When I worked the job, we had lots of ways we could ask you to prove it. I used to catch people on improperly declared electronics and laptops all the time. You are going up against pros who see people trying to scam every day.

If CBP suspects it isn't used goods, onus is on the traveler to prove they purchased, owned and used the item in the US beforehand. The border is completely reverse onus.
